The Economic Commission for Latin America and the Caribbean (ECLAC) report presented at Dubai's COP28 summit said the region must spend between 3.7% to 4.9% of GDP annually, up from just 0.5% in 2020, amounting to total investments of $2.1 trillion to $2.8 trillion by 2030. This implies the "availability of substantial but not unattainable amounts - and the time to act is now," ECLAC Executive Secretary Jose Manuel Salazar-Xirinachs said. Climate mitigation - mostly projects around transportation as well as energy, infrastructure and deforestation - would take up the lion's share of spending, ECLAC said, while a remaining third would need to go toward adaptation methods. Vacations often come with surprise expenses — cruises are a great value and make it easy to know exactly how much you'll spend in advance, and my Virgin Voyages cruise was a great value. While the cruise ship itself offered plenty to see and do, I thought the four included stops were some of the best I have ever visited on a cruise. Finally, we loved the inclusiveness the Virgin Voyages brand builds into their cruise product, which helped make the cruise more carefree and fun. Now all I have to do is start planning how we'll spend days in port on our next Virgin Voyages cruise in February.

Franklin, which brought stormy winds and rainfall across the Dominican Republic and neighboring Haiti, is forecast to gather strength over the Atlantic Ocean and could near hurricane force this weekend. "Franklin could be near hurricane strength over the southwestern Atlantic by Saturday," the NHC said, saying it expected the storm to gradually strengthen from its current maximum sustained winds near 40 mph. A new study shows that access to SNAP benefits reduces the racial gap in food insecurity. Black and multiracial households have had higher food insecurity rates than white households over the last 20 years. While Black households had 20% higher food insecurity rates, they were 46% more likely to participate in SNAP than white households. For those not enrolled in SNAP, Black and multiracial households respectively had a 52% and 42% higher risk of food insecurity than white households. When accounting for household characteristics, Black households enrolled in SNAP had a lower rate of food insecurity than white households.
